For the City of Raleigh, Atkins conducted alternatives analyses and engaged community stakeholders, as well as prepared plans, specifications, and estimates for the permanent conversion of Morgan Street from a one-way to a two-way traffic flow between Hillsborough and Dawson Streets in downtown Raleigh. The project included design of a new roundabout for the intersection of Morgan and Hillsborough Streets and design of a new sanitary sewer line through this intersection. Key design objectives included confining improvements to existing rights-of-way, preserving and increasing on-street parking, and enhancing pedestrian mobility and safety. The roundabout required special consideration of and accommodations for visually-impaired pedestrians.
